On July 11-13 homeschoolers came together from around the world in Manchester, England! This was the first in-person gathering of global home education policymakers, leaders, academic experts, and researchers since 2018.

Home education is a proven and valid educational methodology and should be encouraged and supported throughout the world. Home education allows children's unique needs to be met. Because it works, we call on all governments and regulatory bodies with oversight of educational practices to eliminate laws and policies that create barriers to home education or that suppress and constrain a parent's ability to choose and direct the education of their children. These should be replaced with policies and practices that encourage educational choice including home education
Home Education Works!
The Global Home Education Exchange is a global network of national organizations and NGO's that work together to advance the ability for families to undertake the choice of home education in the best interests of their children and families all around the world. We work to advance this freedom regardless of motivation or methodology. Home education (also known as homeschooling, family education, and unschooling) has been adopted in ever increasing numbers, particularly over the past five years. The number of children being home educated is estimated at over 4 million globally.
There has been considerable independent academic research conducted around the world examining the academic, social, and pedagogical aspects of the home education movement. The practical and personal experiences through the global pandemic convinced many parents that change was needed for their family and that home education worked. In fact, it offered special benefits not possible in other education options. The evidence is overwhelming, home education works! This declaration builds on the Berlin Dedication and the Rio Principles and summarizes the evidence supporting the validation of home education.
We assert in these Declarations, based on international covenants, laws and conventions, that the ability of parents to choose home education and undertake it according to their beliefs and values is a Human Right.
Whereas, we affirm homeschooling is the fastest growing educational innovation globally; and
Whereas, we acknowledge Article 26.3 of the Universal Declaration of Human Rights (UDHR) recognizes a prior parental right to choose the type of education one's children will receive, and
Whereas we further acknowledge Article 2 of the European Union's Protocol to the Convention for the Protection of Human Rights and Fundamental Freedoms as amended by Protocol No. 11 recognizes the right of all children to an education and that the State shall respect the right of parents to ensure such education and teaching is in conformity with their own religious and philosophical convictions, and
Whereas we affirm that children have a right to education and that parents are uniquely equipped to ensure this right is met in the best interests of the child.
Whereas we affirm that parents overwhelmingly support greater educational choice and autonomy, and
Whereas we recognize Article 18.4 of the International Covenant on Civil and Political Rights (ICCPR) requires states to respect the religious liberty of parents to make decisions regarding the religious or moral education of their children, and
Whereas we further recognize that Article 4.2 of the ICCPR grants non-derogable status to a parent's right to make decisions regarding the religious or moral education of their children, and
Whereas we affirm parental motivations for homeschooling consistently revolve around the best interest of the child, and
Whereas we affirm homeschooling benefits children academically, socially, and psychologically, and that everywhere home education is permitted, the academic and social needs of children are met in the best possible way, and
Whereas we affirm societal acceptance of home education is nearly universal with a vast majority of children receiving their education outside of schools over part of the past five years, and
Whereas we affirm that the benefits to society of home education are well documented in research that demonstrates home educated students are fully prepared to take their place in society as engaged citizens and leaders in businesses and communities,
Therefore, we, the Global Home Education Exchange and the undersigned individuals and organizations, declare that home education works; it works for children; it works for families; it works for communities; it works for countries; and it works for the world.
